In this presentation, Henry argues for a drastic simplification of the telecommunications access arrangements in the emerging telecommunications environment. He posits that current regulatory arrangements, as reflected in the access regime are not at all well suited to the emerging telecommunications environment and that regulatory interventions have the potential to seriously distort that transformation.
